it’s look like a little bit cartoon picture with 3d effect,
i am edit this picture using plastic wrap filter and same  little masking, need a little improvisation with adobe photoshop
to turn digital photos into cartoons but everybody can do better from me, just try it and you’l be realize your potential talent

There is no special secret when coloring a cartoon, cartoon coloring process here is nothing special,

not so good, just like a girl color using makeup,
not too much I’ll still look natural.
