how to make ordinary photos into looking like a cartoon. Quite a lot of ways that can be done and the results were varied but the most simple and the results even though not a cartoon but it’s really quite similar as those on games nfs, this way:

Select Filter> Blur> Gaussian Blur
Set Radius: 9.0 pixels
blurring real picture
Press Ctrl + Shift + F
Set Opacity: 100%
Mode: Darken
