Picture Into Cartoon

i have an old phonecell with camera and the camera result not real good if used on low light souce
then i try to fix the picture result and little bit retouch
this is the result before retouched and after

filter >blur > gausian blur
masking
filter >> distort >> diffuse glow
filter >> sharpen >> unsharp mask
